The history of the laboratory:

The Laboratory “Water Demand Management” was established in January 2025 on the basis of the Laboratory “Water Resources”.

The necessity of the laboratory was necessitated by the growing scarcity of water resources, which is becoming more and more tangible for each new generation. Since water is vital for the existence of mankind, it is crucial to urgently implement sustainable water use practices. This implies applying water-saving technologies, modernizing water infrastructure and strengthening international partnerships. Water is a strategic asset that determines our future, not just a natural resource.

The laboratory's research area is the development of scientific and applied bases and principles of water demand management under current conditions of natural-climatic and geopolitical risks in order to effectively control the use of water resources.

Purpose of activity: implementation of research, information-analytical, development, design and survey, monitoring works and scientific-technical surveys of water management facilities to ensure complex and integrated management of water use by sectors of economy in the context of water and environmental security of the Republic of Kazakhstan.

Main tasks

- Implementation of fundamental and applied research and development in the field of water resources management and use and water demand management;

- Scientific support of intensification and sustainable development of water use by sectors of the country's economy with minimisation of damage to natural complexes;

- Implementation of research results into production, development of technical and technological bases of water demand management process;

- Transfer and adaptation of advanced foreign water demand management technologies to the conditions of water use by economic sectors.

Scientific directions

- Development of economically justified and environmentally safe methods of water demand management by sectors of the economy under conditions of increasing water resources deficit.

- Scientific and methodological support in terms of water consumption rationing by sectors of economy and development of methods for determining their normative indicators.

- Scientific and methodological support for the introduction of innovative environmentally safe water-saving technologies and technical means in the agricultural sector.

- Scientific and methodological support of rational use of water resources in irrigated agriculture.

- Development of technical and technological justifications for design and construction of new water management facilities, systems and structures, as well as ways of modernisation of existing ones.

- Development of systems for monitoring the technical condition of water management facilities, with technical supervision and control of hydraulic structures, water distribution and water accounting facilities.

- Development and updating of technical passports of irrigation and drainage systems and water structures, as well as rules of their operation.

- Provision of consulting services to water management organisations and water users in the field of water use management.

- Professional development and training of water management specialists.

Staff

The laboratory staff: 2 candidates of technical sciences, 1 senior researcher.

Research results

The laboratory activity includes participation in programmes of fundamental and applied research and performance of scientific and practical works within the framework of contractual activities.

At present, the laboratory is involved in the implementation of program of targeted financing “Water security of the Republic of Kazakhstan in the transboundary Zhaiyk-Caspian basin: strategy of sustainable water supply until 2050”.

Prospects for the development

- Development of a set of interrelated methods for determining the volumes of water resources that can be used.

- Assessment of prospective water demand and forecast of water consumption development by economic sectors.

- Development of international co-operation to build up the potential of scientific and technical activity.

- Use of remote sensing technologies and GIS-technologies in research and development.
